The simple answer is that, in law, yes they can. What you need to consider is how much experience tdo you have and can the school be confident in your abilities to do all this?
If you have a lot of experience in oprganising trips e,g, for youth groups, then, your headteacher may well be happy for you to do this. In reality if you have no practical experience then a Head may decide that you do not have apporpriate experience and may insist on a more experienced or senior member of staff being involved. Ultimately the Headteacher has to make a decision based on his or her professional judgement and you will have to accept their judgement if the answer is no.
